Saudi Arabia Opens AlUla’s Next Development Phase to Public-Private Investors

Kingdom seeks private investment to accelerate AlUla’s expansion as it targets becoming a world-class tourism destination under Vision 2030.

Saudi Arabia is inviting public-private partnership (PPP) investors to participate in the next stage of the AlUla mega-project, marking a significant step in the Kingdom’s strategy to attract greater private sector investment into its flagship tourism developments.

The Royal Commission for AlUla (RCU) announced plans to expand the destination’s hospitality infrastructure, including tripling hotel capacity to at least 3,000 rooms by 2030, as the historic oasis continues its transformation into one of the Middle East’s premier cultural and tourism destinations.

Shifting Toward Private Investment

After the initial phases of Saudi Arabia’s giga-projects were largely financed by the Public Investment Fund (PIF), the government is increasingly encouraging private and international investors to play a larger role in funding future development.

The move aligns with Saudi Arabia’s evolving Vision 2030 strategy, which places greater emphasis on attracting foreign direct investment while diversifying the economy beyond oil revenues.

A Global Tourism Destination

Located in northwestern Saudi Arabia, AlUla is home to Hegra, the Kingdom’s first UNESCO World Heritage Site. The ancient archaeological destination welcomed approximately 320,000 visitors in 2025, highlighting its growing international appeal.

Saudi Arabia aims to increase annual visitor numbers to one million by 2030, positioning AlUla as a leading destination for heritage, culture, luxury hospitality, and sustainable tourism.

However, officials acknowledge that ongoing regional geopolitical tensions could influence the pace of tourism growth and investment over the coming years.

Expanding Hospitality and Infrastructure

The next development phase will focus on expanding accommodation, tourism services, and supporting infrastructure through partnerships with private investors. The strategy is expected to accelerate project delivery while creating new opportunities for international developers, hotel operators, and infrastructure partners.

Officials continue to position AlUla as a model for sustainable tourism development, combining cultural preservation with modern hospitality and premium visitor experiences.

Supporting Saudi Arabia’s Tourism Vision

Tourism remains one of the key pillars of Saudi Arabia’s economic diversification agenda. In 2025, the Kingdom welcomed more than 120 million international visitors, generating over SAR304 billion (approximately $81 billion) in tourism spending and reinforcing the sector’s growing contribution to national GDP.

With increased private sector participation and continued investment in world-class attractions, AlUla is expected to play a central role in Saudi Arabia’s ambition to establish itself as a leading global tourism destination in the years ahead.
